The US Government needs to reopen immediately. I propose the following: Reopen the entire government with a 120-day continuing resolution.

At the same time appoint a bi-partisan commission to meet for 90 days.

The committee should be composed of an equal number of individuals appointed by the leadership of the U.S. Senate and the House of Representatives. The chairman should be a non-partisan joint appointment.

This commission should consult border security experts in all areas and develop proposed legislation to address all facets of border security: high-tech, border crossings, staffing, immigration judges, and if and where specifically a border wall would be effective. The commission’s recommendations should include specific funding recommendations for each element of border security. The commission’s report should be on a strict 90 day deadline, providing 30 days for Congress to act and send a bill to the President for signature.

While this is an ambitious timeline, it recognizes the immediate need to get this problem solved and get the U.S. government operating in the interests of the American people.
